Annual Report 2007/08

The financial year 2007/08 marked the second year of implementing the Agricultural Sector Development Strategy (ASDS) through the Agricultural Sector Development Programme (ASDP). ASDP plans to spend a total of 2.5 trillion shillings over a period of seven years. During the reporting period (2007/08), a number of activities have been implemented at national level by the Agricultural Sector Lead Ministries (ASLMs), and at local level by the Local Government Authorities (LGAs) through District Agricultural Development Plans (DADPs). The major activities implemented include:

• Providing technical backstopping to Regional Secretariats (RS) and LGAs on DADPs planning and implementation.
• Strengthening sector coordination, monitoring and evaluation.
• Strengthening Zonal Agricultural Research, Extension and Training institutes
• Developing irrigation, marketing and livestock infrastructures.
• Coordination of policy reforms in the agriculture sector and enhancing public-private sector partnership.
• Reviewing and formulating agricultural sector legislations.
• Providing enabling environment for the development of sustainable member-based cooperatives.

Annual Report 2006/07

The financial year 2006/07 marked the first year of implementing the Agricultural Sector Development Strategy (ASDS) through the Agricultural Sector Development Programme (ASDP) . ASDP is our vehicle for implementation of the 2.5 trillion shillings programme over a period of seven years. Various activities are being put in place to facilitate the programme especially down at the implementation stage, with Local Government Authorities and other Agricultural Sector Lead Ministries (ASLMs) playing an important role. These included:

•  Launching the program to Members of Parliament (MPs), Leaders at both Regional and District levels as well as private sector and Non-Governmental Organizations;

•  Provision of guidelines on how to prepare and implement District Agricultural Development Plans (DADPs);

•  Creating the District Facilitation Teams that impart knowledge to district officials on how to prepare quality DADPs; and

•  Preparing a Monitoring and Evaluation framework.

Katika kipindi hiki cha miaka mitatu Wizara ya Kilimo Chakula na Ushirika iliendelea kutekeleza majukumu yake kwa kuzingatia Dira, Dhima na Mikakati mbalimbali iliyojiwekea kulingana na Ilani ya Uchaguzi ya Chama Cha Mapinduzi ya mwaka 2005. Ilani ya CCM inabainisha kwamba kilimo cha kisasa ndio msingi na sharti muhimu katika kujenga uchumi wa kisasa na kina nafasi ya kimkakati katika modenaizesheni ya uchumi wa Tanzania.

Agricultural Sector Achievements Of The Third Phase Government 1995 - 2005

Agriculture occupies a very important place in the lives of Tanzanians as well the national economy. It provides full time employment to over 70 per cent of the population as well as the bulk of the food we consume. It is estimated that Tanzania enjoys 100 per cent self-sufficiency in food and, in better years, is a net exporter of grains and cereals.

Agriculture's contribution to GNP averages 50 per cent while bringing in approximately 66 per cent of foreign exchange apart from providing raw materials for local industries.

Available data indicates that rural Tanzanians are poorer than their urban compatriots, and since agriculture is the main activity there, it can be used to alleviate poverty in the country. For the sector to fulfil its role of feeding the nation and fighting poverty, the Ministry of Agriculture and Food Security estimates that it must grow by 10 per cent annually.
